​Patrick H. Martin, J.D., Ph.D.
​The Liverpool Connection: Three Raiders Built for the Confederate Navy at Shipyards in Liverpool England, 1861-63. ​
            The Confederacy began its independence with no navy, and it faced a Union declaration of a blockade of all 3000 miles of its coast. With no shipyards and inadequate facilities to build steam engines, the South had to look abroad for buying or building ships. Navy Secretary Stephen Mallory immediately embarked on an ambitious program to build ocean going raiders to draw the Union Navy away from the South and to disrupt Northern commerce worldwide. The Confederacy sent James Dunwoody Bulloch to Liverpool, England to acquire ships for the Confederate Navy. He was well-qualified and produced remarkable results. Professor Martin’s presentation will focus on the South’s challenges in England in building three Confederate raiders and the exploits of these ships.

Patrick H. Martin is Campanile Professor of Mineral Law, Emeritus, at Louisiana State University Law Center. Professor Martin began teaching at the LSU Law Center from 1977. He served as the Commissioner of Conservation for the State of Louisiana under Governor David Treen. Professor Martin holds the B.A., M.A., and Ph.D. degrees in History from Louisiana State University and the J. D. degree from the Duke University Law School. His many publications include books and articles on oil and gas law, legal philosophy, energy regulation, and early modern English history. His Ph.D. work at LSU was on U.S. Diplomatic History and included a Civil War seminar with Professor T. Harry Williams. In addition to works on English history, Martin writes historical fiction. His most recent project is a multi-volume Civil War work with special attention to the challenges to the Confederacy in building naval vessels in Britain after the Queen’s Proclamation of Neutrality and the South’s experience with King Cotton diplomacy.
